Evidence-based regulation impact analysis

"The project Evidence-based regulation impact analysis. Using existing analytical and evaluation evidences in the process of assessment of socio-economic results of planned regulations" was implemented by the scientific consortium of:

The aim of the project was to work out and to implement in the pilot version the innovative model of evidence-based regulation impact analysis.

Socio-economic results of implemented regulations evaluation model wereworked out during research part. The outcomes of the research were presented in the book “Evidence-based regulation impact analysis. A model for Poland” (“Ocena skutków regulacji oparta na dowodach. Model dla Polski”). Practical manual for the public administration was also prepared on the basis of analysis, called “Regulation impact analysis. A manual for public administration” (“Ocena skutków regulacji. Poradnik dla administracji publicznej”).

The other part of the project was focused on preparation and pilot implementation of the model worked out during the research part. This model was implemented within the Polish central administration. Before the pilot implementation, training courses for administration were carried out. Within the pilot implementation there were 4 regulation impact analyses prepared (including two ex-ante and two ex-post analyses). Creating a forum for discussion on socio-economic results of planned and already implemented regulations was one of the crucial elements of the pilot implementation. The dialogue was based on process of regulation impact analyses and their effects.

The project contributed to improvement of legislative procedures as well as to the quality of the Polish law. Implementation of the regulation impact analysis model will enable more effective and efficient socio-economic problem-solving using regulations as well as increase of legal process transparency in Poland and improvement of communication between public authorities and citizens.
